I booked flights with Norwegian Air on 13/10/2014, travelling out on 25/07/2015. I've received the following response from them;
As of 5 December 2014, the Air Passenger Duty (APD) charged for flights from the UK, will no longer apply to LowFare child tickets. This new rule applies to flights departing from the UK from 1 May 2015.
As our systems were not updated until 11 December 2014, some passengers may be entitled to a refund of the APD.
You will only be entitled to a refund if all of the following criteria is met:
Tickets purchased between 5 December 2014 and 10 December 2014
Travel date from 1 May 2015
LowFare tickets from the UK (will not apply to tickets in the Premium Cabin)
Child tickets (2-11 years)
Such bookings made on, or after 11 December 2014 will not include the APD.
Is this correct that flights booked before 05/12/2014 are not eligible for a refund?
Yes that's correct.0 -
Why can't flights booked before 5 Dec 2014 claim back the APD ?
Norwegian say that I can't, but MSE in their original news page said they had spoken to the treasury and said that tickets already purchased could claim a refund. In subsequent MSE articles there is no mention that you can't claim for tickets purchased before 5 Dec 2014.
Whose right, can I rely on what MSE tells me?0 -
Hi I'm trying to find out if I can reclaim my air passenger duty for my 2 children. We booked in sept 2014 to go to Florida in Aug 2015. The holiday company flights2florida have said we can not because we booked on an advanced registration/booking contract. Is this right? We are flying from Manchester to Orlando on Virgin.
thanks0 -

You can claim back APD for flights before 5th December. Lot's of people have already received refunds. You need to be very firm, but polite with Norwegian.0 -

Have you paid for your flights in full?0 -
Just called Edreams about this as we booked on 2 Jan 2015. And they said BA stopped charging the APD in Dec 2014 and Monarch we will have to claim from AFTER the holiday (july)
can anyone confirm this?
thx0 -

I wouldn't believe anything eDreams says. They're the biggest load of **** out there when it comes to online booking companies, and that takes some doing! Do yourself a favour and avoid them in the future.
Monarch have been refunding before the flight, but they haven't charged the APD on bookings made since 17th December.
BA said they wouldn't refund before the flight but refunds would be automatic after that date.
Can't you tell by the breakdown of the ticket price whether you've paid it or not? If not just ask BA when they adjusted their prices to reflect the under 12s APD changes.
If you are due a refund the airline will refund eDreams and eDreams will refund you, but getting it off eDreams may take some doing.0 -

This is incorrect. The APD refund applies to any flight departing on or after 1st May 2015:
1 Air passenger duty: exemption for children in standard class
(1) In section 31 of FA 1994 (passengers: exceptions), after subsection (4) insert -
“(4ZA) A child who has not attained the age of 16 years is not a chargeable passenger in relation to a flight if the child’s agreement for carriage -
(a) is evidenced by a ticket, and
(b) provides for standard class travel in relation to every flight on the child’s journey.
(4ZB) Subsections (10) to (12) of section 30 (meaning of “standard class travel”) apply for the purposes of subsection (4ZA) as they apply for the purposes of that section.”
(2) The amendment made by this section has effect in relation to any carriage of a passenger which begins on or after 1 May 2015.
But, in relation to any carriage of a passenger which begins before 1 March 2016, section 31(4ZA) of FA 1994 has effect as if for “16 years” there were substituted “12 years”.
I've had the same from 3 advisors who are all relying on Norwegians webpage on APD refunds. I've asked Customer Relations to forward this to their legal department and respond. I suggest you continue to apply pressure as I doubt they they can reasonably write this off even with a high Admin fee. To charge £97 or more for admin would be unreasonable to carry out a refund and the fact that other carriers are refunding more or less the full APD suggests a strong argument against high admin fees.
Keep pressing and good luck.0 -
Has anyone had success claiming child's APD from Wizz Air?
I contacted them over the phone twice and staff did not understand what I was talking about. They spoke to a manager who had no clue either.
I sent already their contact form three times over the last two months but no one gets back to me. The flight took place already on 22/05/15 and my daughter's passport has been verified.
Is there any escalation procedure? Anywhere I can write a complaint to?0 -

when did you book the tickets?
many airlines adjusted the child APD for flights post May, from December 2014 so, if you booked from then you were likely not charged it in the first place...can you see it broken down in the charges (was the adult price the same as the child price?)0
