you're right, so please, let's hear of a precedent with the current regulations where building control have said a new fixed stair doesn't have to comply with regs, or where altering a structure hasn't required regs or that you can do whatever you like unless you are going to sell your house....

Again your altering structure poster not stated that and again look on there portal for what they state “will likely ” “is likely” and “will need” Where do you believe BC store information of works that are not in there remit…. I deal with them on a daily basis - to fit a compliant stair you will have to alter a roof structure - this is because you require 900mm width min and 2m clear head room, in all my time I have never seen an existing roof structure that would allow it, however if there was a suitable sized opening fitting a fixed stair would still require to meet regulations for access/fire safety. The designation of the rooms is not accounted for when a fixed stair is introduced and I have never seen an alternative interpretation under the current regs in either england or scotland.
it's fairly basic stuff and I can't believe you are still of the opinion that this would be exempt from regs given all of the evidence presented otherwise and not a single piece presented by you to back your opinion up - it's completely pointless to discuss statutory regulations with someone that choses to ignore what is shown to them in favour of the things not shown to them - completely past caring now, i'll leave you roll about on the floor like the true professional you are...This is a system account and does not represent a real person. Hahaha, I asked a question about a fireplace I was sorting out and suddenly I should be struck off the register?! I know that I don't know everything and always look to improve my understanding... Sounds like you stopped listening or trying to improve your knowledge 30,years ago!
I work day in day out dealing with statutory applications under current regulation, I don't have to tidy up a tiled fireplace every day - sorry for the huge gap in my knowledge there...
