I've tried to "keep it simplest" by just building over a drain and moving an electricity main meter
How important to you is it that the electricity meter should be outside? Mine was originally outside, but at some point in the past somebody extended the house so the meter is now in a room. There aren't any rules that say it can't be. Tyre performance in the wet deteriorates rapidly below about 3mm tread - change yours when they get dangerous, not just when they are nearly illegal (1.6mm).
