    On a normal road (non-motorway) the opinion of one officer, supported by a speed measurement is sufficient. That measurement can be all sorts of things, one of which is the speedometer in the officer's car, and that is frequently used to prosecute successfully where an officer follows a vehicle.

    If no speed measuring device is used, then the opinion of two officers is sufficient.

    On a motorway, the opinion of one officer (with no measurement) can be used.
