Paypal Account Limited - Dispute Chargeback

I am aware of a couple of other incidences where paypal have limited paypal accounts and then declined transactions- but in those cases the 'buyer' was thought to be part of a scam. One scenario is actually quite clever and as it works to defraud paypal I will not cover it here.
My only thoughts are that either paypal have linked the OP to an earlier fraudulent account or there is something else going on. In either case I would do as custardy suggests and phone paypal. You do not get buyer protection withdrawn just for opening two cases, so the OP needs to know exactly what paypal think they have seen- and then come back here so we can advise.
If I can have Just have a little clarification from the OP, how long have you been operating this paypal account , is it fully verified and have you ever opened a case previously also, have you ever used any other account ?
I've been using the account since November 2014. I have made a number of high value and sucessfull transactions apart from these two and my account has still become limited.
Also, Paypal don't give out any information at all regards to the accoutn limitation. I have phoned them many times and all they say is that I am "high risk". Also, yes, the account is verified and no, I don't have any other account with them.0 -

Just some more questions though- is there any chance that anyone you know has had issues with paypal and might perhaps have used your address, Internet connection or even laptop at any time? I think this whole thing is to do with Paypals overly paranoid behaviour. I understand I've opened two disputes valued at £400 since opening the account in November 2014 however Paypal are so hasty considering other sucessful transactions I have conducted.
Also, I've checked my disputes and I can reopen them only if the items eventually arrived and are not as described. However I haven't received any handsets at all.
I also have to wait a few days before claiming a charge back (even if its possible) since I've just had to reset my pin number.0 -

In this sort of situation where by limiting your account, Paypal have essentially assisted in facilitating fraud and have released funds to fraudsters. This is assuming the phone transactions were set up by fraudulent sellers who did not have, and had no intention of sending you the goods.
If the above is the case, I would go to the Financial Ombudsman Service personally - they would not accept 'high risk' and a refusal to discuss your account, and Paypal will need to front up and explain. Going to the FoS I suspect will unlock your account quick smart...0 -

That was a seller who sold me a Counterfeit Galaxy S5 for £210. I had to go to the Oxford street Samsung store to get a document stating that it was fake. I received a refund for that.
I've just been very unlucky and should've thought about the authenticity of these sellers. However, before I opened the claims I spoke to someone from Paypal and he stated that no limitations will apply on my account. He even escalated one of the claims for me.0 -
I guess most people would have stopped at that stage and gone elsewhere, but your perseverance with eBay has got your fingers burnt. But on the flip side of the coin, you've become a liability for PayPal, and I'm sure you can see that.
