Paypal Account Limited - Dispute Chargeback

    Surely by buying two high cost items at the same time and then claiming they never arrived at the same time (even if they didn't) alarm bells have started ringing at PayPal?

    I didn't receive any items. The sellers did not even provide any tracking numbers.

    I feel very foolish to trust two sellers like I did. I don't know how to resolve this.

    Does anyone know if Barclay's will be able to credit the funds back to my account ? In this economy, loosing £400 would be devastating.

    I'll ring Barclays tomorrow and ask them :(

    From Barclay's website:

    I haven't received the goods or services, or they are defective or not as described.
    If you don't receive the goods or services you purchased, or you receive them but they
    are defective or aren't as described, your first step should be to contact the retailer or company you paid and try to resolve the problem with them. If you can't contact them or they fail to resolve the problem, we can set up an official dispute up to 120 days after the date on your statement.
    Alternatively, if you have documentary evidence of an agreed delivery date that is later than the statement date (eg you agreed that the goods would be delivered within 14 days and you have proof of delivery), we can set up a dispute up to 120 days after the delivery date. However, this cannot exceed 540 days from the transaction's statement date.
    If you've bought tickets or services for a future date, we cannot set up the dispute until that date has passed.
    Any help that we can offer is governed by the Visa Europe cardholder chargeback terms and conditions, which don't affect your legal or statutory rights.

    The problem is that Paypal isn't really a retailer. I really hope charge backs on Barclays Debit Visa cards are covered in relation to Paypal disputes.

    Unfortunately, I think you are on the right track there.

    You purchased* a service from Paypal... that service being that Paypal would pass on the money to the seller.
    Paypal's defence will probably be that they have done exactly what you asked them to do and so are entitled to keep the money.

    If you do actually succeed and recover your money via a Chargeback, Paypal will write you lots of letters and send debt collectors after you.
    Of course it goes without saying that you won't be able to use ebay or Paypal ever again.

    *actually you didn't purchase anything. The fee is paid by the seller. Not sure how that affects things though.

    Ring the bank and ask them, when I used Paypal as a payment gateway I still seemed to get chargebacks.

    I am aware of a couple of other incidences where paypal have limited paypal accounts and then declined transactions- but in those cases the 'buyer' was thought to be part of a scam. One scenario is actually quite clever and as it works to defraud paypal I will not cover it here.

    My only thoughts are that either paypal have linked the OP to an earlier fraudulent account or there is something else going on. In either case I would do as custardy suggests and phone paypal. You do not get buyer protection withdrawn just for opening two cases, so the OP needs to know exactly what paypal think they have seen- and then come back here so we can advise.

    If I can have Just have a little clarification from the OP, how long have you been operating this paypal account , is it fully verified and have you ever opened a case previously also, have you ever used any other account ?
