It will be a bloodfest, but ultimately it will be the land owners/leaseholders. They are the ones that employ the PPC and they are responsible for their actions. If they then claim the money back from the PPC, then that is their fight.0

Jo Abbott from the RAC Foundation was there too so they are culpable.0 -

You own a business with a car park, but you have no customers as all the spaces are taken up by people who have parked for the day and gone to town where they work.
How do you stop that happening and keep the spaces open for your genuine customers on your land?
This is hardly rocket science, you present your ticket at the check out. Works in Spain.
But if charges for parking on private land are unenforceable, why would anyone bother to buy a ticket? This is not in any way a defence of PPC's and the nefarious business model they use. I hope the whole thing comes crashing down on them. However, it's fair to raise the question.0 -

They can legally pursue you for their loss + costs i.e. if you don't pay at a pay and display they can chase you for the couple of £'s you should have put into the meter.
What they can't do is chase you for a made up fee that is unrelated to the loss like a £100 invoice for overstaying in a free car park.
There's just no profit in doing it legally.0 -
Our local Sainsbury's uses these magic barriers, which ironically, are manned by about 5 Crapita staffPrivate Parking Tickets - Make sure you put your Subject Access Request in after 25th May 2018 - It's free & ask for everything, don't forget the DVLA0

I'm an ex council civil enforcement officer and i've also worked for two PPCs (though not in a ticket issuing role).
My thoughts?: I hope they get their balls nailed to the floor. PPCs are scum.0 -
