Interesting debate..
But we already knew as much

http://www.bbc.co.uk/news/uk-31545417Millions of pounds of parking fines could have been charged illegally, according to the RAC Foundation.
Fines for overstays in car parks on private land could in some cases be unenforceable in court, barrister John de Waal QC said in a paper for the charity.

Just been reading that. Gave some useful wording for my next letter to UKCPS - they seem to have ignored my first letter completely.0

It is a great shame that the RAC Foundation have arrived so late at the party. Much as their presence definitively on "our" side of the fence is to be welcomed one has to wonder if they really needed all these years to conduct the research necessary for them to express these [cautious] views?
Being a confirmed cynic one wonders whether they aren't simply reading the runes? That would certainly explain the caution. Let's see if the AA throw their hat into the ring? I'm sure they wouldn't want to wrong-footed.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -
Just out of interest as I can see both side of the problem..
You own a business with a car park, but you have no customers as all the spaces are taken up by people who have parked for the day and gone to town where they work.
How do you stop that happening and keep the spaces open for your genuine customers on your land?NO to pasty tax We won!!!! Just shows that people power works! Don't be apathetic to your cause!0 -
1:hire a car park attendant ,
2: install a barrier (pay on exit) and refund the payment when customer comes into the store
however you would have to pay tax on your earnings. unlike car park companies.
the programme episode was a bit weak0 -
Since Jo Abbott of the RAC sat on all the boards and meetings when setting these up - do you think she should have noticed.
Should the RAC have noticed when all the reports back to them were that this was acceptable.
Two faced and too late. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -

UKCPS had two of the biggest retail parks in Liverpool, they were kicked off for aggressive ticketing and failing to honour a commitment to pay a percentage of paid tickets to a charity.
Been a while since they got kicked out, guess what no chaos and no problem finding a parking spot.
The RAC should have been more vocal when POFA was being pushed through.0 -
Just seen Patrick Troy from BPA saying the problem is 'unregulated forums' who give bad advice. That is, apparently, the reason why only 1% of people who receive a ticket appeal.
So, it's nothing to do with the fact parking companies lie in their responses when we appeal to them first, then! The refusal I had from UKPC last year was full of nonsense and if I hadn't found this forum I would not have known they were lying.0 -

umm jo abbot is the leader of the RAC foundation , absolutely nothing to do with the RAC
the RAC foundation is nothing more than a charity http://www.racfoundation.org/about-us
I wonder how many TV viewers will know that.
much hype , no teeth0 -
Troy has just said that charges should be based on genuine pre estimate of loss. I :thought that the BPA had dropped GPEOL in their latest cop? What part of "A whop bop-a-lu a whop bam boo" don't you understand?0
