yes it is especially when it states a charge on their website. Never used it yet on my tesco mobile contract, so not sure from my end

The web site says "Included in monthly allowance?" "Yes".

thats where it gets confusing as why tell you the price per minute if its included the the allowance

I suppose so that you know what you will be charged if you use up all your allowance.

That's correct. Very basic customer service, but does the job on PAYG at a very good price.
