It looks like the German Supreme Court considered similar issues (to my original question) in 2013. In a case where a man parked his van in such a way as to block the operation of a mobile speed camera, it was found that there was no case to answer.

I'm now wondering about a hypothetical scenario in which a bunch of helium balloons are tethered to a weight on the pavement in such a way that they float in front of the speed camera lens.

I remember a recent article where a policeman got caught saying his car was cloned and got different plates made up so it looked like it wasnt his car. But when investigated they found he bought the new plates after the incident.

Litter. An offence under the Environmental Protection Act 1990, as amended.

That's been done in this country too, probably many times.
When I operated speed camera vans in 2003/4 the advice we had was that if someone should park in front of you and block your view, move on to the next location.
Make everything as simple as possible, but not simpler.

I'll provide an answer for any criticism of my role at that time, constructive or otherwise...

...and it was time and a half - not double time! ;)

The first step is usually you'll be asked to supply pictures of your vehicle which will then be compared to the vehicle that was captured - even if it's the same model of car and the same colour there's still likely to be small differences in the spec and small cosmetic differences such as a different name on the number plate or dealer sticker. The distance of the offence from the registered location of the vehicle as you say will also make a difference, in many cases it's unlikely a cloned car would be near the original. Quite a few times when people have asked for advice with a suspected cloned plate on Pepipoo, it's simply been a number plate misread.

There was a case fairly recently where someone claimed the car had been cloned and when asked to supply pictures of their car they made some changes to it to try and make it look like the car that had been captured was a different cloned one. However he was found out and ended up being convicted of perverting the course of justice.

    Like this police officer tried.
