As per https://www.whatdotheyknow.com/request/does_the_registered_keeper_of_a its a bit of an odd one in that you dont have to declare your age when registering a vehicle and therefore anyone of any age can do so however if the DVLA do become aware that a minor is the registered keeper then they may refuse the application
As long as the registered keeper and owners are correctly identified then insuring a car owned by someone else in theory is fine. Some insurers arent happy with certain relationships between insured and owner/keeper but its massively less of an issue on day insurance.0 -
