have taken a picture from my bedroom window.... where the panel is on it's side is where two panels need replacing. Just placed a spare panel there to block the gap for now0 -
OP - a like for like replacement of the panels by yourself would be relatively cheap and may buy you some goodwill from the problem neighbours...
Certainly cheaper and less of a headache than either party trying to impose their 'legal rights' over the other anyway...0 -

very true and it's not a big job BUT I would still like to know who actually owns the fence because of their damn kids persistently trying to break it and ME having to repair it cus they can't be bothered0 -

oh ok, i got the impression that the fence was a longstanding one - if they've been breaking your fence that's a different story.0 -
You're lucky your deeds are so clear - most aren't! All fences costs are clearly to be split 50:50 but you obviously won't be able to make this happen with a crap neighbour....so I'd pay for the panels yourself - so they're yours. If in the future they get broken by the brats then you plants a very spiky hedge in front of the gap, privacy and security problems solved and if the neighbour gets sick of staring at the gap and having to trim their side of your hedge then they may well replace the panels themselves next time and treat them better!0

Plant a Fire-thorn. It will eventually turn into the nastiest hedge that you can imagine. I am in the process of removing a couple of large overgrown Fire-thorn shrubs. Quite the most horrible gardening job I've had to do for many years.I can afford anything that I want.
Just so long as I don't want much.0 -

Berberis is another painfully spiky shrub, and comes in a variety of colours - green, yellow or purple leaves - all with yellow spring flowers. As the thorns are finer than those of Pyracantha (fire thorn), they are painful in a subtly different way.0
