The longer it is left wet the less chance there is of it working again. But it could still be residue moisture that's causing the problem.
Given that it has been damp for so long the water has probably seeped deeper than a phone that was recently dropped in water. So probably best to leave it for longer that you would normally.0 -

Call the claims line - tell them what you've done - with a bit of luck they'll tell you exactly what they told me.
I registered the phone as soon as I got of the line to them - and whacked in a claim. 2 weeks later - I had my phone back all working again.
I think the only thing that you might struggle with is the time between it happening and now...but if the phone was always covered...saying it just happened and all that...0 -

Depending on how you go about it with insurance, if you manage to have cover, I would try to avoid repairs if you are offered and it ended up costing serious money.
If a phone has been submerged in water that may have been contaminated, unless it was rinsed at the time the impurities will be eating away at the components, so even repairing to get the phone going further faults may develop over time.It's not just about the money0 -

You could get a smartphone for less that most insurance excess charges. Vodafone have the Smart Mini for £35 and the Sony E1 for £49 on PAYG. You would just put your contract sim in place of the PAYG sim.

I can see two options...
1. Try for some insurance. I rang Vodafone and I don't have any insurance and there's nothing they can do their end. I have a Barclays additions card but I haven't registered this phone to it (FAIL) Worth a try?. I don't have contents insurance. Can I take out insurance and then retrospectively claim?
2. Sell the broken phone (Mazuma are offering 50 quid) and buy a cheap handset.

What Phone is in Question? i only ask that if its an Iphone you can try and go to the Apple store and get a replacement at a cost but not full price for the handset.
if your able to provide details of the handset i am sure people on here will be able to give you a idea of costs for replacements0 -

a PAYG phone will be locked to a specific network with Sim Free will be unlocked to any network0 -
With the notable exception of iPhones, a PAYG phone from Carphone Warehouse will come unlocked.
If you buy it on Vodafone even if it were locked it would be no worse than your previous phone.
I also think the suggestion of trying the Apple shop for a paid for repair is a good option.
