 Possibly because they have a script, and your question didn't fall in that script, or it could be they did but the order it was told in (cancelling first then asking for a PAC) left you thinking of one thing and not the other.
 As you can see from this (and other threads), there is a lot of confusion in peoples minds over what a PAC does. It only acts as a cancellation WHEN and IF its used. Often people call up to cancel, then ask for a PAC but then don't use it, and don't understand that the PAC overrode the cancellation so the account never cancels.
 The few times I've done it I've had a letter stating this form the provider, along with the "Call us NOW and we can offer you a better deal" blurb, but how many people actually read it carefully or just stop reading after the "better deal" bit thinking they don't care they are moving.0

            There should be clear information on the website on options for leaving. Instead the 'thinking of leaving us' link, when eventually found just gets the customer to call.0

            There is some information, but IMO it's far from being 100% clear, especially on what happens if the PAC isn't used:
 What's a Porting Authorisation Code (PAC)?
 IMO, there is a reason for this obscurity. Many people get a PAC and don't use it - thus failing to terminate the contract. Then they either keep unknowingly paying for it by a DD or rack up the debt if they cancel the DD. In the latter case Vodafone win too by selling the debt to a DCA.0
