Can i claim via paypal for an item not delivered but "attempted to deliver"?

Is there an ombudsmen that will deal with complaints about services?
As your contract was with P4D you need to liaise with them via their complaints process.
If you have a Paypal business account, you could ring them, they are helpful and whilst you don't qualify for seller protection on this, they may give you an account credit. They won't entertain it if you have a standard account.
Alternatively vent your frustration via social media. P4D are on twitter and FB.
Ultimately you should appeal to them rather than threaten. Legally they have fulfilled their obligation by attempting delivery as per their T&C. You would be hard pushed to disprove it. Not having a card is not evidence enough.....0 -
That's the problem I have, I don't think they have provided me the service I paid for (I paid for a delivery not an attempt) and in all honesty I don't even think the item has been attempted to be delivered. No answer as to why it wasn't posted through letterbox, or why no cards were left or contact made with buyer (to arrange redelivery or state a time/day it would be delivered)
I just think they let it sit in the locker, knew administration was around the corner so just returned it to me.

why do you believe this when you don't believe the delivery company? Any evidence one way or the other?
And also that the fact that a card was delivered was only added to the tracking after I had pointed out to them that no card was left... I'd say the biggest piece of "evidence" is that the return label to me is the exact same label/service as the label/service to the buyer. I did not sign for the item or have to answer the door and the item was marked as delivered on their site (albeit 2 days earlier than actual delivery) so no need for a signature so why wasn't the item posted through the letterbox?

With respect, arguing with everyone on here isn't going to resolve the situation. You have been directed to the complaints section, and advised to take it up on twitter or facebook. Your efforts are much better aimed in those directions.0 -
