Can i claim via paypal for an item not delivered but "attempted to deliver"?

Ok you may think well obviously I can, but this isn't what you think.
I sold something and had under calculated the postage (thought it would be £1.24 but was actually £3.20)
So I chose to send via Inpost using P4D as the item was low value, and paying £3.20 would mean it's going free basically.
This was about a week before the City link liquidation.
So after 12 days the item turns up on my mat (indoors which is important...)
I think "Huh?"
Contact the buyer to see if he's returned it or had any notes. He says he's been working from home all week, not received or heard anything from a delivery company. (and has a standard sized letter box and catflap)
So I contacted inpost who told me to get in touch with P4D, which I did, they then told me that the item was attempted to be delivered on numerous occasions but no one was home.
Now this was not a signed for item, and was returned to me through my letterbox, so I asked "why wasn't this posted? and if no one was home why were no cards left?"
I then asked for a refund and/or redelivery, P4D responded with a frankly laughable "we have attempted to deliver this item and therefore have fulfilled our service to you"
I was unaware we were paying for delivery "attempts"
After chasing back and forth and getting angrier and angrier (although remaining civil in correspondence) they said they would refund me the original post if I ordered shipping for the item through them again. Now that seems ok but Inpost is no longer an option and the cheapest now means I would be paying out more than I made for the item. They flat out refuse to refund. I have told them this and have been met with silence...
I then remembered I paid via paypal. what would happen if I made a paypal claim for a service not provided?

under-calculated postage - your mistake
compounded by using the cheapest possible delivery service.
IMO you should just get it delivered properly at your expense, and take more care in future. Sometimes as ebay sellers we have to bite the bullet.The questions that get the best answers are the questions that give most detail....0 -

I would have thought you need to sort this out fairly quickly now or your buyer will be claiming INR and potentially giving you a defect which will be more damaging than the three pounds you will have lost and seem to have put a lot of effort into chasing!'And our dreams will break the boundaries of our fears'0

I don't care about the money, I have already told the buyer I would refund them.
It's the principle that P4D think they have provided me with the service I have paid for.Where the !!!! has the Shrug gone!just doesn't cut it... :huh::think::huh: and these don't come close

My opinion is that you should have send by Royal Mail if this was the delivery company shown in the listing. If you underestimate the cost this is your fault and you should stand the loss.0

You're all kind of missing the point.
Miscalculating the post is irrelevant, I didn't calculate the post at all I guessed and put £1.20 and I never specified RM I put other on all listings so I can choose as I see fit.
The question I was/am asking is about getting compensation for the service I paid for which has not been provided and has been refused. But please inform me it's my fault again I enjoy those posts.Where the !!!! has the Shrug gone!just doesn't cut it... :huh::think::huh: and these don't come close

I think others are trying to explain that although its frustrating that you are not getting anything out of this deal and it could actually end up costing you money, that you need to learn from it and move on. Even experienced sellers sometimes screw up the postage cost they charge and lose out.
The courier is happy that they provided the service. They attempted delivery and so attempted to provide the service you paid for. If the tracking shows this then its unlikely you would win a case.
Saying all that, it doesn't cost you anything to open a PayPal claim so why not give it a go? As long as you aren't regularly opening PayPal claims and aren't intending to use this service again, then you have nothing to lose.0 -

You're perfectly entitled to contest that in court. Unless one of the posters on here was the delivery driver, we can't give you an answer.Where the !!!! has the Shrug gone!
