Can i claim via paypal for an item not delivered but "attempted to deliver"?

If they had they probably wouldn't have refunded me.


They knew something wasn't right all throughout correspondence as they said the delivery driver had "let both of us down"


But would flat out not give a refund, just seen it sitting in my paypal account now. (I did make a claim and put the salient details in the notes)
