    Thanks for all the replies. I just had to google that term.
    I genuinely was not aware you had to pay to stop in any service stations. If I go to a parking place, I pay for parking.

    This is an unusual case for myself, I'm also not often on the motorway or even in England.

    Sorry if my situation has felt Iv swindled someone but I genuinely did not see a sign. If we had seen any indication of paying to park, signs or those pay machines etc, we would of kept going or got a hotel. The idea was to just get a few hours sleep to get going again.

    So, I'll go back to that section and try get a grasp on the lingo. :)

    After looking at that flow chart, this car is not registered in England, or wales.

    Also the place was more empty when we left. They would of lost no money on parking the place was massive !
  • I'm not a expert on private parking, but do read the forums. I'm guessing as the registered keeper is Scottish it is safe to ignore. But could a more knowledgable forum member confirm this please.

    I'm not sure attempts at tieing me under a banner of a thief is really aiding me. :) I would appreciate if you could stop.

    I can see you clearly have a higher ground etc etc. However Iam not a criminal, I simply required some sleep. I didn't want to pay for a hotel, I was not aware you had to pay to be stopped at the side of the motorway. If I was, I wouldn't of stopped there.

    It's nothing like what your saying.

    Anyway.. If someone could confirm for me, if I can ignore this because the vehicle is registered in Scotland.

    I would not ignore it. I would kill it just by sending a much shorter version of the first appeal from the Newbies thread - and I expect PE will cancel it.

    You will need to shorten the appeal a lot to make it fit online and can add ' I live in Scotland and am merely the registered keeper and I will not be disclosing who was driving. I strongly suggest you cancel this one unless you want to waste your time & money making a keeper in Scotland go through the rigmarole of a POPLA appeal, which I would win since the POFA 2012 and keeper liability cannot be enforced against me. '

    Where CP Plus at a Motorway Service (MSA) have indeed been daft enough to send a Scottish keeper a POPLA code! PE won't do that, PE will cancel it.

    Of course you are not a criminal, this falls to be considered under Civil Law.

    I think that it is exactly like what I am saying. I am surprised that you were unaware of the charges made at MSAs in this country

    There is a big difference between going into a P&D car park and deliberately not paying (or "bilking" as you insist on calling it), and going into a motorway service station and being completely unaware that there is a charge after 2 hours.
    I certainly never knew that before I started visiting this forum, and I would not therefore expect a tired Scotsman who was struggling to stay awake on the roads to know.
    I didnt think this forum wast here to berate someone who made an honest mistake, for "bilking"....
