Apple maintains three lists
- phones blocked because they have been reported stolen or such like
- phones that are locked to a vendor, bacuase they were bought as part of bundle, or some other contractural reason
- phones that are unlocked and will work with any sim the end user puts in them, these primarily are purchased direct from apple.
then a vendor 'requests; a phone be unlocked APPLE update the tracking information relating to that phone so that the IMEI code is moved to the correct list.
Therefore, the vendor has to supply the IMEI code to apple as part of the process.
So you are both right and wrong - yes there is no code supplied to the end user, but there is a code exchanged between the vendor and apple, as the IMEI code is the unique identifier for the handset.
Or do u have a hard time understanding that ?
If you think its wrong - send Apple a freedom of information request - they will confirm the process,,,0 -
