You need to declare the car as being SORN NOW here: https://www.gov.uk/make-a-sorn and book it in for an MOT.
Get it MOT'd on the 5th November WHEN the insurance kicks in (you can drive it to a pre-arranged MOT appointment). Providing it passes the MOT, tax it on line here; https://www.gov.uk/tax-disc you will need to tax it from 1st November even though you cannot drive it from then.
Once you have completed the above, you shouldn't incur any fines.
Wont let me do it online, when I enter my details it says:

As there has already been a successful transaction for this vehicle a new transaction cannot be undertaken at this time.
You will need to apply for the vehicle tax or declare SORN at a Post Office® branch that deals with vehicle tax using the reminder (Vehicle Tax Application/SORN Declaration) or the Registration Certificate together with the MOT Test Certificate/GVT Test Certificate (if applicable) and fee.
For vehicles registered to a Northern Ireland address you must also take an insurance certificate or cover note.

If your MOT has been recorded then and your insurance has become valid, it should work. Although it can take a few hours for the MIB to update so maybe that is the issue. Unless you can get to the post office before they close, I would give it another go.PLEASE NOTEMy advice should be used as guidance only. It wasn't deemed to be a drink drive case in the end. That spect of the charges were dropped. The pilot was convicted under different transport regs. In fact the MCA involved in the case. Even you must see this incident as pretty unusual as far as a straight forward drink drive case.
