Caught on the phone while driving

I wondered if anyone could give me a quick answer as I can't find it on the web.
My wife was caught trying to make a call while driving. A police car stopped her and spoke to her and said she would receive a letter explaining what happens next. he incident occured in early August and we believed it was forgotten, but the a letter of penalty came in today.
With police cameras the law says they have to serve you the notice in 2 weeks but is there such a law for phone use?
