Only you can decide I'm afraid. If you're a worrier then yes, the £16 is well worth it and PTAS are very very good.
Personally, if it were me, I'd just wait it out but then I have a rather pathetic email from the MD of C2C stored in my inbox.

My main concern is the fine going up, couldn't it if they do go to court and I lose?
OK, C2C could change their policy but to date they have NEVER taken anyone to court. They wouldn't even know how to fill in the paperwork.

I'd put the £16 thought away as well for now, but that is yours to decide.
I'd only ask you to at least try. You can play a strong game with these thugs and seeing them off, esp if by your own efforts, will do so much for you - and you can spread the gospel, as I did at a carboot site early yesterday. I intervened, hearing the upset, fear and worry of someone who'd received one of these filthy attempts at extortion. Over a dozen people jotted down this mse site path.

If you do then you can't revert back to PTA later except to ask them to write a court defence for you (which doesn't come with the same guarantee the £16 does). And do bear in mind you have thrown away one of your best appeal points for the IAS stage so you 'may well' lose at IAS now, even with our help (we will help you with the wording but the problems with the NTK letter would have won it, but as driver you can't argue that point).
So if you lose at IAS, you need to be braced for a court hearing later. C2C may well try a small claim - they have the odd hearing or two in Brighton every so often, I know because I check the listings and am from Sussex myself. As I said the IAS decision isn't binding on you, and it's not (i.e. you do NOT 'have' to pay up if you lose) but it doesn't stop C2C trying court.
So, if you are still dithering consider all the above but don't just pay the scumbags. If you can't face court, contact PTA now and it's all done & dusted for you if they take the IAS appeal on. PTA is run by two posters here, by the way, but not me!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A court case involves court costs which the loser pays.I value your advice and will do that. Saves the stress and since I've f**d it up so far anyhow I better not risk making it worse. By the way if I lose IPS and the company issue a small claim will that increase the initial fine of £100?
