So are you going to pay PTA £16 to deal with this for you instead? If they can help, they will literally take responsibility for it and it will be done and dusted for you.
Or are you going to try an IAS appeal when you get the rejection? If so then let us know when you get the rejection. Terrible shame you appealed before Googling the subject, and threw away your best appeal point. However you still have a point that there was no Notice to Driver served on the vehicle at all which I expect is a breach of the IPC Code of Practice. Have a read of it (Google it) unless you are handing this over to PTA to do it all for you for £16.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You are not paying £100 either way.
You are either paying £16 to make it go away - END OF STORY.
Or you are fighting it at IAS with our help and if you lose, the decision still is NOT binding on you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I must admit I am a bit confused and perhaps need to read more threads. The C2C website warns me I could get a bad credit rating if I don't pay. And balifs could come in. I'm a bit scared to ignore it and it goes up and up. So if I use the £16 service that would get rid of it, not sure how? This is a mindfield

Just to clarify you will only get a bad credit rating IF C2C take you to court, IF you lose and IF at that point you do not pay.
So C2C cannot give you a bad credit rating. Only the court can issue a CCJ and only if you don't pay. No you're not. I've had dealing with this bunch of clowns and I can assure you, that as ex-clampers, they can barely write their name in crayon. They have NEVER done court despite telling many of their clients they ALWAYS do court.
