    Sadly although I can enlarge, I can't read it as the words get blurry.

    However fortunately for you there do appear to be a few issues with the sign. A better image would be good. Can you not upload the actual photo rather than the screen shot you have shown?

    So it's an attempt to be a contractual notice. But a contract to be served with a fixed charge notice.

    Now, someone who may be better qualified than I am may be able to say if there is a difference between a parking charge and a parking charge notice thereby making the contravention eligible for GPEOL.

    And the £60 admin charge seems to me to be out of line as well, but would have to check with the IPC web site. Certainly it would be not allowed with the BPA.

    In fact, the last section of the IPC AOS CoP here http://media.wix.com/ugd/bd9e08_a2dad1a02f8ea46a76b78ba0982af9a3.pdf Schedule 5 – Parking Charges tries to highlight the difference between the two methods of offering parking and then adds that an admin charge is ok if properly highlighted.

    In addition to appealing, I would write to the PPC asking them for a VAT invoice.

    On your appeal to the IAS, I would state that the signage fails to meet the IPC criteria on signage regarding a contract being formed and that you believe that the PPC must supply you with a real breakdown of costs supporting their genuine pre-estimate of costs. Not very confident of that, though.

    If you get turned down by IAS, then I would wait for any court papers and NOT pay.

    you could see if PTAS will take it on for you for £16 , try parkingticketappeals.org,uk , assuming you dont want to deal with all of this yourself

    but you would have been better to involve them from the start so you didnt give away who the driver was
  • I know :( I had no idea I could not reveal the driver. I thought I was liable anyhow due to what's written on the notice. I feel quite stupid now! It's the principal too although 5 hours online researching is starting to make me question my actions but I'll give it a go. I don't think I want to spend anymore. To be honest I wondering whether I should just pay the £60 if my chances of appeal are so low now.

    According to the notice, it is now £100 and possibly £160. You only got the £60 reduced sum if you paid up earlier.

    I got the impression you were resigned to failure and so far you havent handled it very well, hence my mentioning passing it to PTAS which if they take it on will cost you £16 but a lesson learned

    I would rather give them £16 than give these shysters £100
  • I have only just sent in my first appeal to. Capital 2 coast. They never issued me with an original fine on the day on 18/7/14, only issued the notice to keeper 8/9/14. They say I have 14 days for the £60. But it would be £100 by the time my appeal to them is heard. Confusing as they said on the notice that charges are put on hold, when you appeal to IPC. I presume on hold at £100 not the £60!
