Ask all those questions and ask what 'relax' means (cease completely or not?) and what dates and how will residents know when it's about to re-start. I would be tempted to tell him you'll sue him if you suffer loss (either from 'parking charge fake tickets' or from damage or for any other detriment) as a result of these vermin being allowed near your vehicles.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

• I really don't want to antagonise him too much. He is just a poor deluded guy trying to make a name for himself in the company where others have failed. (There have been a number of people in his post over the years that stay a few months and then move on - none have suggested parking before, though).

There has been another of exchange of correspondence this evening -

Thank you again for your e-mail.

Unfortunately I was out from about 5pm last night, so I didn't see you.

A few things I don't understand from your e-mail.

If you were issuing permits to those who hadn't applied - how did you know a) who the car belonged to and where they lived? Unless you had a portable computer with a link to DVLA database? b) my wife's car was there, why was she not given a permit - it could have been put through the letterbox?

Useful telling those that have applied that you are giving them a 10 day grace period. Those that have not applied will not know this. There should be a notice or letter to residents stating that they should have a parking permit for themselves and visitors and they should apply to you. At the moment nothing says this. Your name is at the bottom of the notice pinned up last night, but it doesn't say to apply to you for a permit.

As there is no signage at present, visitors coming onto the road would not know there are any restrictions. Your notice on the lampposts does not refer to visitors at all. Besides the notices only start at no.23. Are (another property management company who are responsible for a few houses and flats in the street) part of the scheme?

I looked at (neighbouring roads) this lunchtime and couldn't see any notices..

You say that 55 permits have been issued. You have previously said that you manage 107 properties. Presuming a lot of these properties have more than one vehicle that would be under 50% properties have applied. Out of interest just before lunchtime today, I walked along the street there were about 70+ cars parked on (this road). I counted 7 cars with permits displayed. I realise this is only the first day, and a lot of people will return from work this evening may have them, but will be interested to see if the percentage goes up significantly this evening.

I am not trying to be awkward about this, but do consider the whole scheme to be a waste of time and effort, to possibly catch a very few people that may have abandoned their car or are selling their cars which is already covered by existing legislation. A few nights ago somebody had parked their car outside my house. I was able to drive along a few yards and park there instead. I have never, not been able to find a parking space.

Park Direct will be the only people to gain from the scheme if people pay their charges. Presuming the intention is that everybody is compliant then Park Direct will not receive any income - I wonder how long they will then continue to provide their service to NH free?

Thank you for your response

I was on site from 2:08pm till beyond 7pm and I was outside at all times with the contractors and (other Property Management Compnay) Senior Managers covering different issues on site including parking/fly tipping

Those that came back from work met me and said they hadn’t applied and supplied their details on the spot and got permits and a standard cover letter attached , if the information they gave me was incorrect it would have been flagged this morning hence invalidating their permits

18 residents that I had on the spot questions and answers session with indicated that they were happy with the scheme and majority referenced the commercial activity and gave useful information about fly tippers, they feel it could restore the peace and quite they enjoyed 18 years ago on the Avenue

As soon as signage arrives it will be mounted from the beginning of the Avenue to the end garages including (neighbouring roads) and it will be the responsibility of the resident to notify their visitors in this 10 day grace period regarding parking restrictions ( visitors cannot apply for permits only their host’s are allowed to do so.)

I must say again that I am more delighted by the positive response from those taking part including the residents that I met yesterday and (the other property management company) are also very keen to see the scheme working in practice

I have been communicating this information about parking control to all residents since July 2014 and I will continue to address any questions arising

Finally, I note that you are yet to forward your vehicle details to enable me to issue a permit to you and I would like to encourage you again to please forward the necessary information as previously advised before the 10 grace period expires

2.08pm, so precise ! I wonder how residents knew him - I have never met him. Was he going around "anybody want to buy a cheap parking permit" ?!

I am sure I would have noticed a group of people standing around when I drove out.

!!!!!! has fly-tipping got to do with parking? Do they park their cars, unload them slowly and drive off some hours later?!

18 residents enjoying "peace and quiet" like it was 18 years ago. I smell a rat !!!
On the face of things, displaying a parking permit and no 'hassle' would be received positively. Wait till the permits fall off the windscreen or they forget to give their visitor a permit, or their visitor wants to stay more than 48 hours!

I probably will get a permit - at the 11th hour. The scheme is being implemented and is a waste of time.

Someone said they don't give you a holder for the permit. When I remove my tax disc on 1 October (so they don't know if it is up to date or not) I will use that holder!
Thank you for reading this message.

Why on earth would you get a permit after all this? Why afford this scheme a legitimacy it does not possess?

I will continue to monitor other vehicles for permits, but if the vast majority of residents have permits, there is no point in standing out.

However, as I said it is being implemented. I have explained what a waste of time it all is, but they will not scrap it now they have started unless it starts to cost them money!

For the sake of putting a small permit in the window, it will save a lot of hassle. However, if I see any car with a ticket on their windscreen they will receive additional information from me and refer them to this website.

Well if you refuse to display a permit you can cost them £27 every time you take them to PoPLA.

I find it extraordinary that you object to the scheme on principle and yet you will kow-tow to their stupid arbitrary rules. "Everyone else is doing it" is one of the lamest reasons for ever doing anything.

I will continue to monitor other vehicles for permits, but if the vast majority of residents have permits, there is no point in standing out.

In some blocks, up to 100% of residents are tenants, who are not as well placed as owner occupiers to take on Managing Agents or Housing Associations

Therefore, the fact that others display badges has little significance.
You never know how far you can go until you go too far.
• Well the new enforcement was due to start on 11 September (deferred from 25 August because of holidays!). Then I was told there would be 10 days grace to allow people to get their permits. Today 3 days after 'official enforcement' was due to start there are still no signs!!

I would say at a quick glance a majority of cars now have permits, but there is still a significant minority that haven't got one - including myself !

Well right this minute, the company are finally putting up their notices.

i3dok7.jpg

I do not have a permit. There are no signs of any survellance cameras. Do I just sit back and wait for the ticket ?

When it goes to POPLA do I just say they have no right to charge (GEPOL). Should I mention that there is nowhere in my lease that says that I have to register for parking - at least I cannot see it, but presumably it would need a solicitor to double-check?

Picture of sign too small to read.

Nor will there be. "Enforcement" will be by some knuckle-dragger on the ground. Have you formally warned Park Direct and the management company, in writing, that interference with your vehicle (e.g. by attaching a ticket) will be regarded as trespass to property?

Yep.

Read the Newbies thread. The "standard" PoPLA appeal is beginning to read like War and Peace, there's an awful lot more to it than "No GPEOL".

You can mention whatever you like, it's up to them to disprove it. Solicitor totally unnecessary.

I have tried all sizes on tinypic but it all comes out the same. Maybe the original is too small - I took it with my iPad. It is very clear there! Any other suggestions?

Do I have to do this? I have been in e-mail correspondence (see posts above) with the Management company saying that I do not wish to participate in the scheme (is that enough?). Should I also write to Park Direct UK ? Is it actual trespass to put a ticket on my windscreen?

Oh dear. It will have to wait till I have some time available.

Can the Management Company bring in a new rule which isn't mentioned on my lease or do they have to submit a new lease?
