What about option 3 - have a fair system with a small overstay charge which covers costs but is not punitive such as here-

That's a sensible system. I presume this is an intermediary stage. But I presume after 28 days the fee will go to the usual £60+ as per the small print on that sign.
it seems that the intermediary phase is handled by the NHS as they have their branding on it. But this is north devon hospital, this system wouldn't work in London because typical parking charges are £4 p/h at those rates people will just park without paying and take a gamble and will probably be lucky most of the time and not receive a ticket. I presume the hourly parking rate at the hospital is £1. So to non-payment fee is in proportion to the parking charges.:0 -
Commision payments for parking has been outlawed long time ago.

The bonus is for the person who issues the most tickets. It's a league table just so that the wardens just don't sit around and consume taxpayers money

Turnover: 14.2M
cost of sales: 2.3M
Admin expenses: 10.3M
Operating profit: 1.6M
So the parking enforcement loss is £50. And since PPC is not a charity and we live in a capitalist country where businesses exist to make profit. The £10 is probably a fair fee.
What you don't know from the accounts is how much of the admin expenses are payments to directors/managers.
Parking Eye has been bought by Capita for £57million in October 2013
"Capita has today announced that it is acquiring ParkingEye, a provider of technology based car parking services, for an enterprise value of £57.5 million on a cash free debt free basis.
ParkingEye is forecasting an operating profit of £8.1 million on turnover of £25.8 million in its financial year to 31 August 2014."
Now £8.1m is a lot different from the figures in their accounts. So have they had a huge turn round in fortune or are things just a little bit fishy. Please don't be so gullible on this.

well that's the issue with the DM isn't it. They are conflating PCN and private companies.
They use the word penalty for parking charge notice, and traffic wardens for parking enforcement.
Quite frankly with all the phone tapping, unverified source articles etc. I would not put any weight to these "anonymous whistleblowers".0 -

The normal £60 penalties have the same blurb on the sign so they also increase after 28 days
The hospital location is not the same as central London but similar to out of town shopping centres, supermarkets and fast food places throughout the country. If North Devon can issue a ticket for £12 with at worst a small loss, how can it cost other operators £60
It comes across that perhaps spending all day sweeping the streets of Kensington gives you a somewhat blinkered view of things?0 -
