It is not a fine, and it is not illegal, it is merely a speculative invoice. What I am seeing here is a lot of righteous indignation and bluster but little else.
Correct me if I am wrong, but you have stilli not told us if you have any interest in the land. What does your lease say? I assume that you have a parking permit, but do you need one?
Finally, why have you opened a second thread for for same event?You never know how far you can go until you go too far.0 -
No worries - I would say you can send the template now. It's at POPLA stage where you'll need more advice. Can you show us the back of the Notice to Keeper as well and the bit on the right with the dates and period of parking (cover the car reg). I want to check the entire document for omissions in prescribed wording.
The only reason I added UKCPM to that list was because one person initially* lost at POPLA because the new Assessor thought that sign created a contractual fee situation. Although those words are used on the sign that doesn't mean it is a contractual fee situation at all (it's just dressed up to look like it).

I live in a flat. It is leasehold. I live in a development of houses and flats. Only the houses were issued permits. The flats weren't. I parked in a bay i have always parked in for 2 years and when they were assigning parking spaces, they deliberately reduced the number of parking spaces just so they can catch people and issue tickets0
