Oh okay, my bad. Let me re-iterate. I should wait for an NTK, after it arrives, I should send a soft appeal with the words

I have received your parking 'invoice' impersonating a parking ticket. I decline your invitation to pay or name the driver, neither of which are required of me as the keeper of the vehicle. This is my appeal and all liability to your company is denied on the following basis:
A) The amount is ne…………and so on and so forth
and at the end I should demand for a POPLA code.
They may reject my soft appeal and send a POPLA code. It is only when I receive a POPLA code that I carry on with the POPLA appeal. (words written in blue)
I am actually calmer, I am breathing normally now. Lol. Thank you guys so much for reaching out to help a stranger online. To think I live at this property, and not a visitor or something. They deliberately reduced that space to 3 cars just so they can catch people on this. I intend to complain to the developers and management company. I will see if I can get my neighbours who live in the other 11 flats to write a letter demanding that the space be re-marked for an extra bay. No point losing a valuable car parking space when there aren't enough parking spaces. Thanks again0 -
nobody said you should demand a popla code, just use the template "as is" , you do not have to ask for any codes, a rejection letter should have one enclosed , so if it doesnt its a code breach
ie:- dont do their job for them
the reasons as to why this has happened are irrelevant in your pcn and appeal , but signage and contracts and not a gpeol are relevant
if you wish to complain about this missing parking space, contact the landowner or managing agent, popla wont care about it and neither will UK CPM who manage the parking0 -
And whilst you are complaining to management, complain about their use of the PPC too!
Oh and re-educate your friend on the finer points of parking charge notices. Her advice is from 2 years ago and sadly out of date. Since the inception of POFA2012 outlawing clampers, PPCs have been given permission to chase registered keeper if driver does not pay. And they do, especially companies like Parking Eye. 1. Wait for Notice to Keeper. It should arrive between day 29 and day 56 because it was a windscreen ticket. (i read about 15 days if it wasn't).
2. When the NTK arrives,
I should reply with this (i.e. the 1st (soft) appeal template letter from post #1 of the NEWBIES thread)

3. When I get the POPLA Code, I should read post #3 of the NEWBIES thread for example POPLA appeals and post up photos of the NtK, rejection letter and signs on my thread for the foum members to help me word my POPLA as advised below
I've amended parts of your list of steps but as Nodding Donkey says - slow down - you have at least 4 weeks (possibly as many as 8 before the NtK will arrive).
As this is CPM your 1st appeal may well achieve a cancellation and you wouldn't have to do a POPLA appeal at all.
But if your appeal to the NtK gets rejected then post up pics of both sides of the NtK and the rejection letter (removing any identifying details) along with a photo of the CPM signs at the location for help wording your POPLA appeal.
The above advice is because CPM often try to claim the charge is a contractual sum which it isn't but your POPLA appeal will need to be worded carefully to make sure their signs don't fool the assessor - but don't worry the forum members will help you do that if and when the time comes.

that the dvla has not banned these people at all
that you go to popla (or the ias) for appealing private parking invoices
suggest that this "friend" reads the NEWBIES sticky thread themselves , they may learn something new, and relevant, like you have

Who does the land belong to? Do you have any interest in it, is there any mention of parking in your lease or AST? If the answer is no, then you may have to find somewhere else to park as you may be trespassing.
Others will advise you how to kick the parking ticket into touch, but you really should focus on the question of the land ownership.
If you are the leaseholder you should consult your lease, if you are a tenant, consult your landlord.
Do not worry about the parking ticket, it is a scam which is easily squashed.You never know how far you can go until you go too far.0 -

it hasnt "worked then or now, it will have "worked" 6 years after the issue arose when the statute of limitations applies, as they have up to 6 years to put debt collectors onto it and to take out a small claim in the courts, known as an MCOL, so you are only one-third though the 6 year time gap before you can claim it has worked
at the moment on this forum, debt collectors are sending letters for claims going back to 2009 so ones from 2012 have a fair way to go
the good news is that you told this person to check on here and get the latest information, perhaps it was best to keep to that small tenet or mantra as it was the only good advice given (sorry)0 -
I have now found the link for the POPLA appeal, it is post #15. I have scrolled down to the UKCPM bit
The company was UKCPM. Please confirm that I should copy and paste all the words found in that link (well change the POPLA code of course and reference number) when the rejection of the soft appeal comes with the poppa code. Thanks

Thanks guys. I couldn't respond to your comment yesterday as my phone's battery died far away from home. I am back now. By some strange coincidence, I woke up to open the window, and who do I see, the UKCPM company car, driving around issuing tickets. It got me so mad, I got up, took my camera and started taking pictures of them. This is unacceptable in our town homes. Legitimate reasonable, not in anyone's way parking spaces have been taken out, trapping us for this PPC. I want to write a letter to print out over 200 copies and stick on the windscreen of every car in my development. This is how I want to word it, could you please read it and tell me if it is effective. Basically, I want this PPC thrown out of my development or force the management company to reassign more parking spaces i.e. bring back the spaces we have parked in for 2 years without any problem. This morning, over 15 cars have been given tickets.0
