Hello,
Panic stricken newbie here, really scared and shaking now plus quite upset. I have lived in an apartment block for 2 years now. There is a parking space for 4 cars right at the front of the block. I have always parked there all this while as it conveniently takes 4. Recently the developers got UCPM involved and for some stupid reason, which I only just found out today, that strip of the road was marked with 3 bays i.e. 3 cars. I parked where a 4th car can park. My car was number 4, in the same alignment as Car number 1.
Now, I have gotten a ticket and don't know what to do. I just got the ticket now. My friend says I don't have to pay a private PCN. She said DVLA has banned these companies from getting data, so they cannot trace where I live and I should ignore (even though I live in the block right in front. I wanted to contact the company to appeal and she said NO. She sent me some threads here to read, but I am still not convinced. HELP!!!!! I can't in any way afford £60 or worse £100 after 14 days. What do I do.
Company is CPM - UK Car Park management
The vehicle was parked on private property in contravention of sit sparking restrictions as displayed on signage or permit
£100 due within 28 days or £60 if paid within 14 days.
Photographic evidence can be viewed prior to internet payment by visiting the web address.
I have to state that there are not enough parking spaces, so why reduce a space that perfectly parks 4 cars to 3. I believe this is deliberately done so they can be giving people tickets. What do I do please, should i listen to my friend and just ignore.

No, don't. I limited my options on my latest ticket by not finding this forum quick enough! If you read the newbie thread it's really helpful and tells you exactly what to do. Honestly I was terrified and clueless and have now lodged an appeal on a previous ticket to POPLA which I'm told should see the ticket cancelled. It's less daunting once you've seen how many people win.0

unfortunately, you havent said which of our 4 nations this happened in
if its in england or wales do not ignore it, and if your friends tell you to ignore it in england or wales, then you need new and better friends ! or friends that will pay up if their advice is poor, or idiotic and incorrect if its england or wales

I have read the Newbie thread and this is my understanding of what to do. Please correct me if I made any wrong assumptions.
1. Wait for Notice to Keeper. It should arrive on day 29 because it was a windscreen ticket. (i read about 15 days if it wasn't).
2. When the NTK arrives, I should write a soft appeal to the PPC and ask them to give me a POPLA code. They may cancel the PCN once I demand this, or they may not.
3. If they reply with a POPLA Code, I should reply with this
PCN number xxxxxxx
I have received your parking 'invoice' impersonating a parking ticket. I decline your invitation to pay or name the driver, neither of which are required of me as the keeper of the vehicle. This is my appeal and all liability to your company is denied on the following basis:
A) The amount is ne…………and so on and so forth
What I can't find now is how to word my appeal to POPLA and win. I would like to have all the steps available to me now, so I can act immediately, when the NTK arrives and when the letter with the POPLA code arrives. Thank you0 -
Just to clarify
The appeal you refer to in point 3 is actually the soft appeal for point 2
For point 3. If /when you get rejection, you appeal to POPLA using POPLA code. This appeal you will find examples linked to in post 3 of newbie thread. (Blue words How to win at POPLA) But you may get it cancelled after first soft appeal.
There will be several weeks between when you get rejection and when you have to send off popla appeal, so don't panic. But do read the appeals in advance to get a feel for what you might need to say. Just re read the thread a few more times and it all begins to make sense.

Slow down. By rushing you will mess something up. When you get the NTK you send the soft appeal. that is the time to start researching your POPLA appeal and there are loads of examples linked from the Newbies thread. Take a bit of time (you have plenty) to read through it.0

I have now found the link for the POPLA appeal, it is post #15. I have scrolled down to the UKCPM bit
The company was UKCPM. Please confirm that I should copy and paste all the words found in that link (well change the POPLA code of course and reference number) when the rejection of the soft appeal comes with the poppa code. Thanks0 -

1) correct, and yet incorrect, it should appear between day 29 and day 56 to comply with POFA , if they are using POFA , otherwise it can be up to 6 years but then there would be no RK liability and they would have to pursue the driver

if they issue a popla code , you draft a popla appeal to go to popla , and submit it before the deadline of 28 days
post #3 of that newbies thread has hyperlinks to examples of popla appeals, which you adapt from , so copy and paste into notepad, adapt as required, post a draft on here for checking and critique before popla submission
