If NTK was 3 months later than windscreen notice then it was not compliant with the deadlines of POFA12, so keeper is not liable.
I beg your pardon. All the letter's titled "Re: Keeper Liability Notice" are the second letters I had received for each ticket. I had received a set before that titled "Re: Parking Charge - Notice to Keeper" in March so it was in the 3 month limit.

I don't think the university hasn't quite got a handle on the BPA code of practice.

Now, as for that notice:
According to my calculations they have missed the deadline for a POFA 2012-compliant NtK by more than a week, so there is no keeper liability and your sis is off scott free (on this one at least). So, that's an important appeal point for this one.Je suis Charlie.0 -

In order to establish keeper liability under POFA 2012 Schedule 4 the Notice to Keeper should've arrived after 28 days and within 56 days, counting from the day after the windscreen ticket was issued. They were comfortably late with the example you posted, so no keeper liability.
