    Ah sorry. Missed that one. No mention of POPLA then.
    Looks like a non compliant PCN in the first place.
    Not quite got a handle on all this yet, but someone will be along (probably Coupon-Mad) with a whole plot of useful advice given this added information

    I beg your pardon. All the letter's titled "Re: Keeper Liability Notice" are the second letters I had received for each ticket. I had received a set before that titled "Re: Parking Charge - Notice to Keeper" in March so it was in the 3 month limit.

    Sorry, this slipped my mind.

    I don't think the university hasn't quite got a handle on the BPA code of practice.

    I think it would be well worth you having a read. It's quite enlightening

    I suspect a strongly worded appeal to the university pointing out all the flaws may be on the cards!

    Now, as for that notice:

    According to my calculations they have missed the deadline for a POFA 2012-compliant NtK by more than a week, so there is no keeper liability and your sis is off scott free (on this one at least). So, that's an important appeal point for this one.

    However, the point about the Notice to Keeper being out-of-date is even stronger because that is a failure to comply with the law. In order to establish keeper liability under POFA 2012 Schedule 4 the Notice to Keeper should've arrived after 28 days and within 56 days, counting from the day after the windscreen ticket was issued. They were comfortably late with the example you posted, so no keeper liability.

    I wouldn't be surprised if the same applies to all the others too, because I get the impression that these notices have been carefully crafted by someone who actually read POFA 2012 Schedule 4 and completely failed to understand it!
