    I think it's because OP is a troll and has made this all up. It's quite difficult to keep a made up story straight when you are drunk on a sunday afternoon.

    Leaving a lit candle unattended (which kids who don't understand risk might do) is a fairly common cause of house fires.

    No, I am not being deliberately obtuse. Candles, unless lit, pose no danger whatsoever. OP was not buying lit candles, they could not burn anything down. Full stop.

    Leaving a tap running could flood a home, should children not be allowed to buy water balloons just in case they forget to turn the tap off?

    By your logic it should be ok to sell cigarettes to children....you don't buy them lit and an un-smoked cigarette can't do any harm. Or knives, you don't buy a knife stabbed into someone, and an un-stabbing knife isn't doing any harm so should it be ok to sell them to kids?
