Why do you think that is?

Why is lane 3 full of 'overtaking lane' hoggers?

That's easy - it's for the same reason as lane 2 is full of 'middle lane' hoggers.

The UK has a high number of selfish fcukers who think that their journey is more important than anyone else's on the planet, and that speed limits and rules are made for other drivers and riders to obey, so that the way forward be kept clear for their exclusive use.

Why should the pheasant plucker in the outside lane not be adhering to the speed regulations ?

No reason at all - but pheasant pluckers using the 3rd lane to overtake lane 2 hoggers doing 3 or 4 mph below the limit are likely to be bombasted by the un-pheasant pluckers who wish to exceed the speed limit

They often attempt to use flashing head-light power to melt the rear windscreens of those drivers doing legal speeds who dare to enter the lane reserved for VIP pluckers.

    Highway code says:

    5. Lane discipline (264 to 266)

    264

You should always drive in the left-hand lane when the road ahead is clear. If you are overtaking a number of slower-moving vehicles, you should return to the left-hand lane as soon as you are safely past. Slow-moving or speed-restricted vehicles should always remain in the left-hand lane of the carriageway unless overtaking. You MUST NOT drive on the hard shoulder except in an emergency or if directed to do so by the police, HA traffic officers in uniform or by signs.
    Laws MT(E&W)R regs 5, 9 & 16(1)(a), MT(S)R regs 4, 8 & 14(1)(a), and RTA 1988, sects 35 & 186, as amended by TMA 2004 sect 6

I passed my driving test on Friday. I can now drive on any motorway in the UK (at 45mph) without ever having been near one before.

    That cannot be right.

Because the middle lane is full of people driving at 50mph, the inside lane is empty and the outside lane is being held up by someone overtaking everyone in the middle lane for the next 10 miles doing 55mph?
Happens to me on a daily basis pretty much

Why not? It's only a road, the same rules of driving apply as other road you've been on. There are a few made up ones that have been stated here in a few places, but they don't count. Probably 45 is a bit slow, but you should have driven at least at 60mph on a single carriageway.

In Northern Ireland I can't go over 45 mph for a year after passing.
