Here is a link to some photos of the car park, very unlikely you would see any signs driving in especially if you were looking for the hotel, though the usual difficult to read T&C's when on site.
The real PI car park is to the left of the metal fence in the third photo accessed from an entrance around the back.

Update, of sorts. Did online appeal, using the template and help here thank you, and got told (screenshot and email) I'd hear within 35 days and the charge was on hold until the decision. Past that timeframe now and no news so, obviously it's not for me to chase them but, surely, whatever their verdict, as I've followed their procedures and they've not, they've breached their open appeal procedure so I win! If, and it's an if, if they turn me down now they wouldn't have a hope in court, right?0

Sadly it doesn't work that way. I wish it did.
I would send a complaint to BPA that you gave not had a response to your appeal.
I would also email ECP and say something along the lines of
I sent you an appeal on xx/xx. It is now xx days since then and I have heard nothing. As more than 35 days have gone by, I am assuming you have cancelled this PCN. If this is not the case, send a POPLA code by response. I have nothing further to add to my appeal. I have send a complaint to the. la regarding your handling of this matter.
Just assuming it is cancelled and doing nothing can lead to further problems.
With a bit of luck you will get the response you want.
But yes, if it were ever to go to court which it won't, their failure to follow procedures would benefit you.
If they do send a POPLA code, this will be easily squashed.
