    Variable speed limits allow the Highways Agency/Police etc to adjust the speed limits on certain stretches of the motorway. The idea being that they can slow traffic down to prevent congestion and make accident scenes safer etc.

    The signs above the motorway (which are basically big display screens) display the new speed limit (in a red circle).

    Oh ok that makes sense they wasn't any changes to speed on the way back

    The speed signs are blank when no temporary limit is in force. However, the speed cameras can still be used to enforce the 70mph.
