Before somebody says that the inspector had no right to take the name and address, bus staff have the authority to take names and addresses under The Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990.

I don't care about your regulation

There's no authority without conformity. In other words, a person only has authority if you agree that they do.

Simply walk away. What if you can't talk? What if you have no name? Maybe he's from a culture that doesn't assign names to people, pretty culturally insensitive to argue against that.

If the law says the bus company has the authority, then they have the authority.

    The other way is anarchy.

Rubbish! People who cannot obey the law need to find somewhere else to live.

And how exactly would they enforce it, assault the kid?

It's an unnecessary law, nobody was harmed.

What a totally bizarre view of laws.

    .

They can call the Police and Im a bit rusty on the Bus rules here but if they have the authority to ask for name and address then they may have the authority to detain until the Police arrive.

ETA: It would be better to know where this was though.

I notice you said you got on at the rear but I am struggling to think of anywhere in the UK apart from London that has a door at the rear, apart from those that are bendy buses in places like Bristol, so where did this occur?
Maybe he nipped on the exit door in the centre of a bus. If so that suggests that he knew he was trying to get away with using a ticket that he knew was not valid.

It is not his regulation as he mentioned "The Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990."
If you have good knowledge than you will need to challenge that rather talking rubbish taking the law into your own hand ....
