    You guess wrong. The box is traffic light controlled. Traffic flowing in one direction backs up to the edge of the box. The lights change to allow the other direction to attempt to enter the box, but they can't, due to the backed up traffic. The traffic remains backed up as the the lights change again. You've gone through a complete cycle of lights and not been able to enter the box. Now as the congestion eases, a few vehicles from the other direction can move, but they again back up to the edge of the box. Lights change and there you are again, unable to move yet again. Under these cicumstances you have no alternative but to move into the box when your light is green, even though you end up in the box and can't move out until the traffic eases. If you don't, then your line of traffic doesn't move at all.

    The whole thing is caused by multiple factors; volume of traffic, positioning of downstream traffic lights and so on. To suggest that you shouldn't ever enter the box is somewhat removed from reality. In the example I mentioned earlier, at certain times of the day if you didn't move into the box you'd be stuck for a VERY long time, as would the hundreds of vehicles behind you.

    No. I sound right. Every idiot from every direction enters all the way across the box, right to the back, every time the lights change. So the exit is never clear, for any direction, as it's not enforced, and no one can risk losing "their" spot by leaving the junction clear.

    No. The "idiots" as you call them DO NOT encroach on the box. The last one before the lights change goes across it, leaves it, then immediately stops due to the congestion, hard up against the box exit but not in it. He doesn't move again for a complete cycle of lights, denying vehicles fom the other direction any opportunity of moving, unless they come into the box and stay until the congestion eases. As I've already pointed out, it's a combination of circumstances, but to fine people under these circumstances would be scamming, straight up.

    The cicumstances I decribe occur in a box junction near me, and I guess in many others as well. I repeat, I don't know about the one the OP mentions.

    And do stop calling drivers idiots. It's a tiresome habit. We all make mistakes on the road. Are you one of these people who goes berserk when another driver around you makes a trivial error?

    No, they're idiots. If a "driver" can't work out, repeatedly, that a box junction has clear rules, they're idiots, and deserve the fines. So stop using the word "scammers" it's tiresome, and are you one on these people that throws his toys out of the pram every time he gets caught trying to impose his own views, wrongly, on everyone else and deciding to block junctions to his own agenda? Your junction needs a camera.

    If it had a camera - and the camera worked (which it wouldn't) I shudder to think what the congestion would be like. So what do you suggest to those drivers from the minor road who cannot get through this junction without temporarily being positioned on the hatches (going a different way isn't an option)?
