 There was a little very old insulation from about 40 years ago that had partially disintergrated.

 Looking at the pics of your house you put on a different thread i would expect to see:
 solid wall insulation
 gas condensing boiler (if mains gas available)
 Loft Insulation
 heating controls
 floor insulation
 energy efficient doors
 this minimum.
 Pitched, no insulation (assumed) means he hasnt bothered to look in the loft call him and tell him to come back and do a proper assessment and ask him why the above aren't mentioned as recommendations.
 If he refuses call his Green Deal Advice Organisation (GDAO) and/or accreditation scheme. As you house is a building site, it is very unlikely there is no access to the loft or ladders available.

 True but that's no excuse not to carry out a proper assessment, the assessment should follow the same procedures and have the same outcome regardless of what its for (ECO, green deal finance, rhi, home improvement fund and so on...)
 He still wants loft insulation through eco as well as anything else he can get through this scheme or eco, and the assessor not doing a proper job just makes this more difficult than it has to be if he'd just done it correctly in the first place.

            Hi, Thanks for the Advice. I have tried calling him without reply so i called his organisation and made a complaint.
 He clearly was not paying attention during his assessment as he put down that the house was fully double glazed when there is no double glazing at all on the first floor.
 The Questionaire did ask if there was loft access and I replied yes. The assessor was supposed to bring a step ladder.
 I'll see what his Org has to say.
 During my refurb, I have had numerous professionals cross my threshold and all bar one has been a waste of time.
 The company is Call the National EPC Company Limited and I paid around £1150

 With no double glazing on the first floor I would expect a recommendation for double glazing as well.
 That company is probably the biggest company in the country doing these assessments and also trade as one green place , hopefully they will be able to resolve the issue and get you an accurate report so you can take advantage of these schemes that are available.

            Got a call back. Apparently the assessor claimed he could not report on the loft insulation as he could not get to the rear of the property. We had mislaid the key to the garden, but told him that he can access the garden from the service road about 4 houses along. He did say it wasn't a problem, but I for one do not understand how you can see the loft on a three storey house from the street when you could go upstairs and access it from the loft hatch.
 They said they will get back to me.

 The only way to assess the loft is by going up through the loft hatch. He's just talking c**p ! There's is no excuse for the mistakes he has made, not accessing the loft and not noticing a whole floor of the house with single glazing.
 Hopefully they will offer to send out another assessor, but if not tell them you will be straight on the phone to their accesditation scheme and the green deal oversight and registration body to report their incompenence"talk sense to a fool and he calls you foolish" - Euripides0
