Received a penalty charge from this company, even though the car park stay was paid for, but the payment was not taken by the company and then a penalty charge was issued.
The appeal was unsuccessful as have no evidence of payment.
This same procedure has happened to at least three others I know. They have paid the fines as too scared to take it further after appeal, which is the stage I am at.Seems too much of a coincidence for so many, to have received penalty charges for non payment.0 -

An urgent task – deadline approaching in about ten days:
The Government is consulting for just a few more days, about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register then log in, to comment on the CoP and enter an occupation even if you are retired or a homemaker. Submit comments as soon as you are happy with them.https://standardsdevelopment.bsigroup.com/projects/2020-00193#/section

1. Read the cover letter
2. Read the cover letter again and note the suggested extra questions...and if you agree that, say, the 'loading/unloading and dropping off, asking for directions, and disabled people parking on double yellows as they can on street' activities listed should be exempt (not parking events, what do you think?) then please go to the Annexes at the end of the PAS Code and find the one about Exempt Vehicles and state what other activity you think should be added to the exempt list.
If you do nothing else, please comment on:
- the amount of the parking charge levels
- the annexes at the end of the PAS (reading through the whole thing takes hours so if you have nothing to say about the definitions, for example, then skip to more vital points and the annex tables at the end.
- the bit about debt collectors and whether you think PPCs should be allowed to add 'costs' a second time, for the letters that are already within the rationale of the 'parking charge' sum...hmmm...
Responses into the PAS 232 and MHCLG framework documents are not completely straightforward:On the MHCLG response, you have to answer the questions on a 1-5 scale from strongly agree to strongly disagree, and then put some commentary. No way to upload documents or alternatives but this doesn't take long.
On the PAS 232, you have to click on each clause and sub-clause to put your comments, and a suggested rewording of their draft. You can see comments which other people have written! But, when you click ‘submit’, a message pops up to say your comments have been received, but that only applies to the particular clause you have just addressed.
You have to go back up and find the next section, then the next...
You have to click ‘submit’ separately for each individual clause response. Some people will be caught out by this but can revisit it and add further responses up to 12 October.
Things to think about:
A Speeding fine is £100. A Local Authority lower rate parking penalty is £50. Which do you think a private PCN should be like or do you think it should be something different?
Do you think if all payment methods are not functioning that PPC can 'fine' you?Do you think the examples mentioned in the cover letter are right and need adding to the Annex?

What advice can people give me on this parking ticket i received it today 94 days after i parked in he car park.
In July we visited Cornwall for 5 days with family, We arrived in Cornwall on the 8th July and just before lunch time we parked in a carpark and paid £12 for 24hrs, I paid with my credit card so I have a receipt on my bank statementWe left the carpark the following morning within the 24hr paid period I had paid for so there was no overstay or extra parking time usedToday the 10th October dated 8-1-2020 from ARMTRACK SECURITY SERVICES who I believe are a member of the IPC (International Parking Community) saying I am being charged £100 as I ignored their parking ticket when it was put on my car and also that I'm out of the appeal process time as I never appealed within 21days from its issue date, they state Reason for issue: Ticket Incorrectly Displayed Face DownMy objections and the mitigating circumstances for my appeal would be based on the following- I had paid for 24 hrs as proved on my credit card statement
- There was not a parking ticket on my car when I returned to it
- I have not been sent a photograph showing the face down ticket in my car
- Had there been a ticket on my car and knowing I had paid with my credit card I would have appealed straight away and not just ignored it

Hi,Im a newbie with a problem.I live in Northern Ireland.I was employed for a short time by a company whose property was in a retail park marshalled by Smart Parking.They had an arrangement with Smart Parking that employees could park there.I, no longer work for the company and started receiving Parking Charges from Smart Parking because they had not notified Smart Parking.I advised Smart Parking that I was working there and gave them permission to contact my ex employer to prove I was working there.I also contacted the employer to ask them to contact Smart Parking to verify that I was indeed working for them at the time of Parking Charges.I also used template on this site to notify Smart Parking that I would not be contacting or responding to them.Now I am receiving Debt Recovery Letters fro Smart Parking's Debt Revovery Agency.As I live in Northern Ireland any advise would be greatly appreciated.
