So he worked hard for his money and spent it enjoying himself? I'm guessing at 16 he doesn't have any financial obligations so let him make, and be responsible for, his choices. You may not like the way he has spent his money but his money, his choice.
If he is regretting his choice, then tough! It will be a good lesson for him and better for him to fritter away his entire pay packet in one night at 16, rather than in 10/15 years when he may well have a family to support, mortgage etc.0 -
