IMHO this Gordon & Noble stuff amounts to criminal deception.
Anyone getting such calls should ask for them to put it in writing asap so that it can be 'dealt with'.
If we can lay hands on a letter saying what the OP has reported then we have the lying b'stards good and proper.
Also, if they are claiming to be acting in their capacity as officers of the court then complaints need to be made to what ever agency deals with court complaints in Scotland.0 -

Conduct of Sheriff Officers
Reports into alleged misconduct of Sheriff Officers are investigated by the Sheriff Principal who can invoke disciplinary proceedings. The Sheriff Principal has the power to fine a Sheriff Officer and/or remove his commission.
Complaints go to these guys - there are 6 of them - one for each of the 6 Sheriffdoms in Scotland.

Its well worth a complant ,however many Scottish Sherriff Officer firms do keep their legit/court appointed and debt collection operations quite apart, so they can avoid the attentions of the Sherriff Principals. A quick look at G&N's website seems to suggest they do the same.
However, this does not rule-out complaints to Trading Standards or the FCA.

Just an update. The family member contacted the National CAB, their local office is closed today. The lady at the CAB agreed that there had been no change in legislation.
They said it was the family members decision on how to proceed however they stated the following:
Now that the case had been passed to Gordon & Noble they would be taken to court as the money was now owed to them and not UKPC. They said that Gordon & Noble will pursue it.
If the family member went to court and lost the case then it would affect their credit rating.
Another thing was said that it wasn't worth appealing as it was past the appeal date. I was under the impression that there is no appeal process in Scotland?

CAB giving rubbish advice again, I see.
G&N are acting only as debt collectors in this case! They have no right or authority to bring court action in their own name. And they'll have no conferred right from UKPC to bring action.
And UKPC will have no right or authority to bring action in their own name either! (At least it is very unlikely that their contract with the land owner confers such a right).
And UKPC do not do court!
Just file and forget any letters you receive, unless any such letter IS a Letter Before Action/Notice of Court Proceedings. (It won't happen, not in Scotland).0 -
CAB talking out of their backsides as usual, it was a waste of time contacting them.
How the hell would the CAB know who "owns" the "debt"? They should be shot for giving such terrible advice.
The debt collectors haven't bought the "debt", there is no debt to be bought. Just ignore them and the letters will stop eventually.Je suis Charlie.0 -

I cannot deal with you as I have no idea who you are , however, if you wish to ask the person to phone me, I will happily clarify the matter for them.
