Possible Benefit Fraud

I know of a man in his late 40's who lives in a council flat and has been there for many years, its been discovered recently that a woman has been living with him in secret.
He doesn't work and claims the usual benefits, but they suspect that she does and comes out of the flat at night, they are now being investigated. Just out of interest, what are the rules to claiming benefit for a 1 bed flat by yourself in relation to an undeclared partner possibly working.

If he is claiming income related benefits and she was an income then he may not have been entitled.
If he is claiming discount on council tax, or single occupancy discount that will also be fraudulent.
People don't usually live together in secret for the fun of it.0 -

Once investigated someone for having a possible partner only seen in the evening. Turned out he was a transvestite.These are my own views and you should seek advice from your local Benefits Department or CAB.0

the housing officer knows that the woman is there, they have spoken to her since it was reported as such, i guess the official tenent admitted she lives there or at least is around. the woman can clearly be heard by the tenent living below their flat that is how it came to light, this flat had been empty for about 6 months (private let).My Signature is MY OWN!!0

Who are "they"? And how do you know they are under investigation?
If you know for a fact that he is claiming benefits (what are the "usual benefits" by the way?) then you can use this link:- https://www.gov.uk/report-benefit-fraud - but you do need to cite FACTS not rumours.0 -
I've worked hard all my life - still working (I'm 71). I've paid my taxes - not exactly happily, but if I'm earning, then so be it. I do not begrudge anyone on benefits - but I do begrudge my hard-earned contributions being hived-off by people who are capable of work in areas where there is work, who know all the dodges to get out of working and I certainly would not hesitate in "grassing up" anyone who was blatantly flouting benefit rules.0

i say what i say because 99% of benefit fraud reports are malicious (dwp figures not mine)and rarely if ever do people know all the facts0 -

I'm glad people 'grass' people up if it means fraudsters are dealt with. They are the lowest of the low, taking from a pot designed to help those in need, not those who want to scam.
the lowest of the low are billionaires who move their money offshore to avoid millions in tax not someone wrongly claiming 10 bobs worth of benefits,if you disagree then you are losing a grip on reallity0
