You know very well that it isn't '10 bob worth' of benefit fraud.
There are many cases of thousands/tens of thousands and some even hundreds of thousands claimed fraudulently by benefit fraudsters.

So if I see someone attacking an old lady, should I call the police or keep walking?

My reality is a society where we all abide by the law. Perhaps you would be more comfortable in some lawless state?

Except, you have all the facts if you see someone being attacked. You don't when it's benefit fraud.

Do you? Do you know which party started it, what happened before you arrived? You know what you can see at that moment in time, you don't know what has happened leading up to that moment. Equally in a benefit fraud case you may have a snapshot of the situation or far more detail, depending on the individual situation.

Should a crime only be reported if you are 100% certain of what has happened?

Yes you should report. It's the fraud investigation services to gather the evidence to prove or disprove the allegation. Just because somebody has been reported it doesn't follow that their benefit will be suspended.

Some investigations show that the person has done nothing wrong and are closed without the person even knowing they were ever investigated.

Services for the sick & disabled are being cut, as are school budgets and benefits for the needy. If less money was lost to the greedy then maybe the cuts would be slightly less harsh.

I for one do not object to paying towards helping to support people that are in genuine need but it sticks in my throat that I work hard to pay for the greedy.

Of course you don't. It is not the person that witnesses and reports a potential crime to ascertain who is guilty and who is not. It is the civic duty of every person to report if they suspect or witness a crime. It is the role of other agencies, such as the police to ascertain if a crime has been committed. The courts decide guilt.

I don't blame them for avoiding/evading tax using the legal loopholes in the tax system.

Our politicians could close them all up tomorrow if they wanted to do it. But for some reason they don't?
These are my own views and you should seek advice from your local Benefits Department or CAB.

Tax fraud is the only thing that's illegal at the moment so that's all the can be reported on.
With regards avoidance and evasion they just playing the system in the same way single mothers keep poping out kids to avoid work or won't take an hour extra at work as they may lose some benefits. Immoral maybe but not illegal.
Play nice  Just because I am paranoid doesn't mean they are not out to get me.:j
