    I'm not sure what you can do about the guy, but a more pressing issue has to be fixing the tax. Have you done that?

    If you have the new owner slip from the V5 take it to the post office with a V62 form https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/269833/V62_061213.pdf Then you can buy a new tax disc and send away for a new PLG V5 at the same time.

    Drivers entitled to free VED due to disability are required to remove the disc and return it when the car is sold. Has he owned the car more than 6 months?.

    If that's the case then really op needs to find out how much the RFL is as it might not be worth the hassle and grief.

    The OP is going to be without the car for a good few weeks, before it can be taxed it needs to be reclassified as PLG which can only be done by sending the v5 back to Swansea, was a lot easier when the regional offices were open.

    To push fraud you'd most likely need to prove intent.

    You may have rights if it's been misrepresented, but the guys saying he was unaware so hard to prove. And when buying privately your rights are limited very much so

    Just wondering - what would happen if the OP did nothing? I know it's illegal but how would anyone find out? The car is displaying a valid tax disc and I presume it would show as taxed on ANPR.
