    This is my response. Is it ok?:

    Thank you for your letter dated 3rd June 2014 (received today) which addressed most of my queries. There are a few issues I would like to bring to your attention:

    1) My understanding is that the parking charge should be a genuine pre-estimate loss as per BPA’s code of practice section 19 as well as Unfair Terms in Consumer Contracts Regulations 1999. Having different amounts for parking tickets does not reflect that.

    2) Besides, my appeal for the 3rd ticket (no: XXX) was well within 10 days, so I do not understand why you think a charge of £50 is appropriate.

    3) Please see the confirmation from the rota co-ordinator regarding my on-call and the fact that I had to attend a cardiac arrest call at 9:35am on the day. I even left a note on the dashboard explaining that I was on-call with my contact details in case my car needed moving. Normally, I would ring security as well to explain this, but because of the cardiac arrest call as well as the shift being extremely busy, it slipped my mind. We’re all working for the same hospital and aim to ensure best possible care for our patients, whether it’s to make them better or make their life easier in terms of parking. Shouldn’t we understand each other to make an exception to such situations?

    4) When I was issued the permit, I was not given the coloured map. In fact, none of the August 2013 starters received the map (at least the batch of permits that arrived in the afternoon instead of morning). You can confirm this from any doctor who was issued a parking permit and started work in August 2013. The only time I saw the map was when I was offered a promotion last month; I didn’t even know it existed until then.

    I would suggest a compromise agreeable to both of us. Please revise the charges in terms of your true administrative costs and considering the above (and re-considering PCN XXX as I believe that is grossly unfair) and let me know the combined amount, and I will pay it by cheque directly to your department, instead of Roxburghe.

    All NHS Hospitals in England that charge for parking do so as a vehicle whereby to raise revenue, the average income being 2.4 million per year. Any other excuse like preventing locals from parking for free is lies and a cover up.

    Thankfully when the new bill is passed to stop parking charges in the NHS in England as it currently is the case in Wales and Scotland...the honey pot will be gone.

    Take no notice of Roxburghe, they are full of B.S. Pay nothing and negotiate nothing !

    Let them issue a court claim if they dare then come back to me for some fun !

    I received a response to my FOI request:

    1) The number of staff and visitor car parking spaces as of August 2013 (please give separate figures for staff as well as visitor spaces).
    Staff car parking spaces 479, Visitor spaces 577


    2) The number of staff and visitor car parking spaces as of January - March 2014 (please give separate figures for staff as well as visitor spaces), and thereby the number of spaces reduced due to building and construction works.
    As of Jan - March this number has varied due to development requirements but as an average - Loss of Visitor bays 10, loss of staff bays 15.



    3) The amount of liquidated damages or actual loss claimed in the form of Parking Charge Notices (PCNs) in the past 12 months (April 2013 to March 2014).
    None

    4) If no loss involved, please can you show the amount claimed in penalties/fines for these PCNs in that 12 month period?
    £3,583

    5) How much of the PCN revenue is retained by the Trust and how much retained by the parking company or debt collector?
    The Trust retains all PCN revenue but pay a fee of £5 per notice entered onto the system operated by the administration company

    Roxburghe sent me another letter for 1 PCN (the 3rd one) with an additional £40 administration fee. I'm still waiting for a response to my letter to the car parking office. Should I ignore it, or pursue a response to my letter? Nothing received for the other 2 PCNs.

    Once they send all their automated letters, what happens next?
