    I'm moving in a couple of months, so hopefully they won't trouble for long. Should I complain to both BPA as well as IPC?

    Those are roxburghe, paymypcn and PCN parking services are all the same company. I would make complaints to the dvla and bpa. The reason is that the hospital is acting in the capacity of a parking company, and this aos member has got RK details from the dvla to pursue this.

    They are blurring the lines deliberately and it's quite obvious to disadvantage the motorist, as they would think they have a means to appeal, then appeal again to popla on rejection. This is misrepresentation and goes against the bpa code of practice. And the kadoe agreement that roxburghe has with the dvla.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    It has nothing to do with the IPC so no just the bpa

    That's not the PPC I don't think (is there no other name given in the small print)? That's merely a pen-pusher, a debt collector firm. Who issued the original windscreen ticket, was it Hospital staff? Should NOT have appealed a fake PCN without checking as non-AOS members couldn't have got your address, in most cases, unless the Hospital did so themselves.

    I suspect there was a windscreen PCN from the security guys at the Hospital. Why not phone up the Facilities manager and ask who issues the PCNs in the car park because a friend has had a letter out of the blue but no PCN as such. OR, just read the signs and see who 'mismanages' the car park?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    The ticket was issued by hospital security. It's York Hospital. I can't remember seeing any signs saying who manages (or mismanaged as rightly put!) the car park.

    There's no other name in the small print in the letter.

    The Healthcare charter clearly states to ensure that any enforcement of parking terms and conditions is:
    a) Fair, reasonable and legitimate
    b) sensitive to the needs of people using the healthcare facility, and does not cause unnecessary anxiety for drivers and their passengers
    c) carried out by members of the BPA Approved Operator Scheme or a local council using its regulatory powers.

    I was issued a third ticket for parking when I was on call. I came more than an hour early to find a parking spot but couldn't find one. So I parked in a safe place and ensured I wasn't obstructing traffic as I had to leave my car. I even left a note on the dashboard explaining I was on call and left my contact details. My on call involves leading the cardiac arrest team, and that day, I had to attend a cardiac arrest call within 5 minutes of starting work. I have a confirmation letter from the rota co-ordinator explaining this. Obviously, patient care would have been compromised for want of a parking space. This appeal was not acceptable to PCN Parking Services.

    Surely, BPA's healthcare charter guidance isn't being followed at all?
