PCN PArking Services / Roxburghe appeal

I need your advice here. I work in a hospital and have a valid permit. Due to construction work, the number of parking spaces has reduced, with no alternative arrangements in place.
I received 2 tickets:
1) Issued on 20/1/14 in a car park which allegedly I'm not allowed to park. But at the time of issue of permits, I was not told which car parks am I allowed to park and which I'm not. It's not colour coded at all. The entrance to that car park says: "No entry for visitors beyond this point" There are 4 signs stating "For Neurosciences only", which I assumed was for that particular bay the sign was in front of. I avoided those bays.
2) Issued on 22/1/14 when I was parked off street (I ensured there was no obstruction to traffic).
I received a rejection response to my appeal for 1) around 10 days ago, and I am in the process of a second appeal.
I never received a response to my appeal for 2)
Today, I received 2 letters from Roxburghe demanding payment of £98 each for the above two.
I called Roxburghe up. Basically, this is what they've said:
I had 28 days to appeal to POPLA which has now elapsed (despite me pointing out that I received the rejection letter only 10 days ago). So I should pay up.
They asked me to email them my original appeal for them to consider and decide. They accepted on the phone that they received my appeal but no response was sent for 2).
What should I do next?

You have 28 days from a the rejection of the appeal to go to popla, did they supply a popla verification code? Did you appeal the second one ? If you could supply a few details for each one

Here are the details:
1) Date of parking ticket issued 20/1/14
Date on the letter of rejection of my appeal: 12/3/14 (received about 10 days ago)
Date on the letter from Roxburghe: 31/3/14 (received today)
2) Date of parking ticket issued 22/01/14
No letter received regarding rejection
Date on the letter from Roxburghe: 31/3/14 (received today)
No POPLA verification code received for either.0 -
Just been on the phone to Roxburghe. Interestingly, my hospital's car park isn't part of BPA, even though letter from PaymyPCN.net clearly shows "BPA Approved Operator" in its letterhead!
So I have no means to go to POPLA, according to Roxburghe!!
What should I do next?0 -
Ignore them, and make complaints to the dvla about roxburghe getting RK details for a non aos parking company. But please supply who exactly gave you this ticket. So I spoke to Roxburghe again, to clarify. Basically, they say that my hospital's car park isn't under BPA but have instructed the admin work to PCN Parking Services, which is under BPA. But as the hospital car park itself isn't under BPA, I cannot appeal to POPLA!! How does that work??0

I would complain to them, also to the bpa as well as roxburghe are part of scammers central.

...and if on the PPC's website, there is no BPA or IPC logo or anything about independent appeal...then they could never have got your address. Why would you appeal to the windscreen ticket of a non-AOS member and give them your address and presumably tell them who was driving, to boot?
Whoops...should never have appealed if so. Junk mail will be the bain of your life now for months if there is no POPLA or IPC appeal available with this lot.
Please tell us the full name of the company and have a look on their website and on the ticket and click on the links, to find out if they are AOS members of either of the PPC Trade bodies (aka old boys clubs).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wouldn't have known the status of AOS membership. I work in the hospital, so I thought it will be cancelled easily as in other hospitals I've worked in.
