As others have said, this is definitely a matter for the police. However, dealing with the police is not for the faint hearted, you need to be persistent and assertive, you also need to be able to write persuasive letters, and record all telephone conversations with them.
It may well be that your son is not up to this, they will duck and dive, but, the higher you go, the more sensible they get.You never know how far you can go until you go too far.0 -

Codes of conduct will not be sorted, you seem to think you are dealing with a reputable company and that the BPA will actually do something

When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
