    That is correct in line with PATAS they wont consider an appeal at Popla once paid

    This is England.

    On legal grounds - am very very confident that appeal with POPLA would be successful - actual facts (not mitigating circumstances although they are HUGE also)

    Did appeal - but but PCM just blank refused - but grounds for appeal are solid.

    Son is not 'vulnerable person' as such but PCM are aware of his current emotional situation which has a massive bearing. It seems now to be quite clear that they knew it was likely to be overturned by POPLA and needed to get in quick.

    the winning grounds on Popla are no contract, pre estimate of loss etc. Mitigation at popla mean nothing no matter how huge

I actually feel violated (I know that sounds extreme), but I watch those programs on TV, I believe I am reasonably savvy, but I feel like a little old lady who's been ripped off by a cowboy builder - and starts to wonder if I'm starting to lose it because I've been suckered.

    It was a windscreen ticket.
    Appealed straight away (4 days) - appeal refusal dated 4 days later but received 7 days after appeal.

    No sleep last night !

    pcm or any other ppc won't tell you who owns the car park, however it should be possible to find out who owns it via other means, and get your money back from the owner.

  • Halfway/HO87 unfortunately that is pretty irrelevant since they have now paid for this.
    How desperate is your son to get this money back ?, depending on answer then ill send you some information by private message on how to do it. Out of interest did he pay it using a credit card or debit card...............

    Big thanks - pretty desperate, in a very bad financial place as well - but the principle is important too.

    Sadly (I'm sure you're going to tell me) debit card !!!

    In their reply did PCM provide a POPLA code and details of how to appeal to them?
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Yes - we were sorting appeal to POPLA at that moment.
