    You may as well try the BPA complaint - after ringing 101 as mentioned above. Write in your son's name not on his behalf, in case they consider you a third party. You could always set up a fresh gmail account in his name and use that, and you handle it.

    The sooner the better as if the BPA decide the POPLA code should be used after all and tell POPLA to allow it (or PCM to refund) then the clock is ticking on the POPLA code all the time and it will be unusable anyway after 28 days.

    I'd have thought that a money claim against PCM might have some prospect of success.

    They demanded payment without waiting for the appeal window to elapse. They threatened outcomes that were not true: that they would (not might) take him to court and once there they would "take him for a lot more" (not possible and not true).

    This all potentially amounts to the tort of deceit in my opinion.

    No hurry on this (up to 6 years to do it!) but definitely worth making plenty of notes so as to be clear in future about dates, what exactly was said etc.

    Have used above email for initial contact - but is 'stev.c' somebody you have deal't with or specifically for this type of complaint?

    I am now going to risk the wrath. You alternate between wanting this to not cause your son any bother at this time and then letting it drag on.

    The ring 101 suggestions - that would need the person who had the aggressive phone call to be contacted by the police for a statement and what proof has he got?

    POPLA are not going to demand PPC returns money or hear the appeal.

    You can't instigate any legal action as it was your son who has lost the money and he would need to be the claimant.

    He could try for a dispute claim on the card.

    The complaint to the BPA might, however, give you some sort of closure but don't expect any major result.

    I am totally sympathetic to your son having been ripped off. I am simply trying to be realistic to your efforts to achieve some sort of result and feeling of impotence to rectify matters whilst protecting your son at a vulnerable time.

    Really appreciate your comments - my Son is 100% in agreement and feels angry also. There are wider implications though regarding faulty signage and future likely problems.

    This needs sorting.

    Have had 'out of office reply' from SC for now.

    I totally agree, i think this is a wild goose chase and personally i would just let it go.

    Hi - I/we totally take your comments on board, but there is more at stake here. The vehicle has to be parked in the allocated space with this correct permit every day, and as the signage and permit are clearly ambiguous, and unless the codes of conduct concerning signage are sorted, this will be repeated.

    Don't want the fact that this got paid on this occasion to be taken as an admission of liability (or 'guilt' as PCM like to phrase it) in future.

    While this won't get your money back you could cost PCM money - more than they got off you. Simply break the parking "rules" say 10 times. Then appeal 10 times and get 10 POPLA codes. Then appeal to POPLA ten times.

    Hey presto - a £320+ bill for PCM and a £1000+ bill for the BPA.

    This method requires no fights etc so might be your preferable one for keeping the blood levels calm.
