So I guess this is getting very popular these days, ask anybody to take photos of unsuspecting motorist, without a contract or anything, then send it to them, to "help" their parking problem.0 -

NPE aren't the only PPC currently doing this technique -as an alternative to ANPR it is essentially a type of self-ticketing where photos are uploaded to PPC who then access DVLA for keeper details
Essential where this occurs is to omit any reference to driver.

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I think you've misunderstood. The flyer is a crude marketing attempt to get landowners to set up parking scams to earn a few quid. The company produce generic signs for the landowner to put up and then get them to get snapping. Presumably they also sign some iffy contract which may or may not comply d with the requirements to take action.0 -
